The Ministry of Culture, Sports and Tourism has just sent an official dispatch to the People's Committees of provinces and cities nationwide regarding the review of dossiers for the title of People's Artisan and Excellent Artisan in the field of intangible cultural heritage for the fourth time.
Accordingly, the Ministry-level Professional Council for awarding the title of People's Artisan and Excellent Artisan in the field of intangible cultural heritage for the fourth time has conducted the process of meeting to review the dossiers proposed for the title. During the review and evaluation process, the Ministry-level Professional Council found that some dossiers still have contents that do not ensure the subjects, types of intangible cultural heritage, and the principles for awarding the title as stipulated in Decree No. 93 dated December 25, 2023 of the Government regulating the awarding of the title of People's Artisan and Excellent Artisan in the field of intangible cultural heritage.

To ensure the quality of dossier evaluation and the progress of the awarding councils at all levels, the Ministry of Culture, Sports and Tourism requests the provincial-level councils for awarding the title of People's Artisan and Excellent Artisan to urgently review the dossiers proposed for the title. Specifically, the following contents need to be implemented: Review compliance with the new regulations of Decree No. 93; study the awarding criteria stipulated in Article 7 and Article 8 of Decree No. 93, especially for the criterion "Having exceptional talent or professional skills, typical of the intangible cultural heritage form being honored...".
In addition, it is necessary to review to ensure the accurate representation of the name and type of intangible cultural heritage in the National List or UNESCO List that the individual proposed for the title is holding; review the awarding principle stipulated in Clause 3, Article 4 of Decree No. 93 to accurately determine the time of participation in practicing, protecting, and promoting the value of the intangible cultural heritage of the individual. Furthermore, the provincial-level councils should review the personal information in the dossiers of those proposed for the title; verify cases where individuals have changed their place of residence or place of heritage practice; review to ensure no duplication of subjects for the title...
