The Headquarters of the Provisional Revolutionary People's Committee of Ba Ngoi District is often referred to as the Headquarters of the Provisional Revolutionary People's Committee of Cam Ranh District. In addition, the relic site has also been known by other names:

This is a historical site associated with the seizure of power by the Party Committee and the people of Ba Ngoi District during the August Revolution of 1945. After the success of the General Uprising, this location became the first headquarters of the Provisional Revolutionary People's Committee of Ba Ngoi District (from August 1945 to January 1946), which is now Cam Ranh city.
The relic site of the Headquarters of the Provisional Revolutionary People's Committee of Ba Ngoi District is currently located in Xom Con residential group, Cam Linh ward, Cam Ranh city, Khanh Hoa province.
Headquarters of the Provisional Revolutionary People's Committee of Ba Ngoi District
This architectural structure was built in the 1930s and has gone through many ups and downs in the history of our people's revolutionary struggle for national independence. Over time, due to the erosion of nature and the effects of its use, only a relatively intact portion of the architectural structure remains.
In mid-1939, the French implemented several policies to build Cam Ranh into a major naval base as part of their “common defense” plan in Indochina. They transformed Cam Ranh into an administrative unit equivalent to a district-level entity under Khanh Hoa province, known as the Ba Ngoi Administrative Representative Office. By 1943, the Administrative Representative Office had moved to Da Bac.
In mid-June 1945, the National Salvation Youth organizations were reorganized and the Viet Minh base developed rapidly. Right at the Ba Ngoi Administrative Representative Office, our revolutionary base grew among both Vietnamese civil servants and several commanders of the red-turbaned soldier platoons stationed there. It was the active work of these revolutionary bases within the Administrative Representative Office that created many favorable conditions for the seizure of power in Ba Ngoi District when the opportunity arose.
On August 19, 1945, the uprisings to seize power in Nha Trang, Dien Khanh, and Vinh Xuong broke out and were successful. At 8:00 AM on August 22, 1945, the uprising broke out in Da Bac town (Cam Linh). People on the islands used boats to hoist red flags with yellow stars, banners, and slogans, moving toward Da Bac to surround and occupy the Administrative Representative Office. The Provisional Revolutionary People's Committee of Ba Ngoi District appeared before the public, declared the abolition of the puppet government, and announced the 10-point policy of the Viet Minh Front. The masses continued to move to the communes, forcing the village and commune officials to hand over their seals and files. The provisional revolutionary people's committees of the communes appeared before the public on the afternoon of August 22 and throughout August 23, 1945.
With the coordination of localities in Khanh Hoa province, on September 3, 1945, at the headquarters of the Provisional Revolutionary People's Committee of Ba Ngoi District, our representatives and the Japanese signed a document allowing the Japanese to travel to purchase food and releasing several Japanese prisoners of war we had captured. In exchange, the Japanese had to hand over weapons, military equipment, and supplies to us. These were valuable assets for the young revolution and most were transferred to the province to prepare for the battle at the Nha Trang Front. At the same time, it also served to equip the Southern marching troops preparing to fight the French.
On October 23, 1945, the battle of the army and people of Nha Trang – Khanh Hoa took place, marking the beginning of the 101-day-and-night battle to surround French troops in the city. Under the leadership of the Party and the Viet Minh Front, Cam Ranh – Ba Ngoi became the direct rear area of the Nha Trang Front, serving as a place to provide human and material resources and treat wounded soldiers. At the same time, the revolutionary government actively prepared in all aspects to conduct the fight to expel the French colonialists. From here, Khanh Hoa province became a territory occupied by the enemy after more than three months of fierce fighting at the Nha Trang Front, which prevented the French invaders from carrying out their plan for a “quick strike, quick victory” in the southernmost provinces of Central Vietnam.
During these fierce days, the Headquarters of the Provisional Revolutionary People's Committee of Ba Ngoi District organized the successful first National Assembly election for the Democratic Republic of Vietnam (January 6, 1946), affirming the absolute trust of all walks of life in the district in the government led by President Ho Chi Minh.
On January 29, 1946, French troops advanced from Thap Cham – Phan Rang, and many fierce battles took place between our troops and the French in Ba Ngoi. Our forces defending the Headquarters of the Provisional Revolutionary People's Committee of Ba Ngoi District fought heroically, causing many casualties to the enemy, and several of our soldiers sacrificed their lives here. Having prepared in advance, when the battle turned disadvantageous, we moved our entire force to the mountainous region, implementing guerrilla warfare and preparing for a long-term resistance until final victory.
Currently, Cam Ranh city has built a Traditional House on the premises of the relic site and opened a gate on the right side of the site as an entrance for visitors to the traditional house; the Traditional House displays several artifacts introducing the history of Cam Ranh and combines the preservation and promotion of the value of the Headquarters of the Provisional Revolutionary People's Committee of Ba Ngoi District.
In recognition of the historical and cultural values of the Headquarters of the Provisional Revolutionary People's Committee of Ba Ngoi District, the People's Committee of Khanh Hoa province ranked it as a provincial-level historical and cultural relic site per Decision No. 2867/QĐ-UBND dated November 11, 2009.
