Efforts to Achieve the 2026 Growth Target

On the afternoon of September 10, Comrade Nguyen Viet Hung - Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee, chaired the regular September meeting of the Provincial People's Committee. Co-chairing were comrades: Nguyen Long Bien - Member of the Standing Committee of the Provincial Party Committee and Permanent Vice Chairman of the Provincial People's Committee; Tran Hoa Nam - Member of the Standing Committee of the Provincial Party Committee and Vice Chairman of the Provincial People's Committee; Trinh Minh Hoang - Vice Chairman of the Provincial People's Committee; Le Huyen - Vice Chairman of the Provincial People's Committee; Nguyen Thanh Ha - Vice Chairman of the Provincial People's Committee. Attending the meeting was Comrade Lu Thanh Hai - Member of the Standing Committee of the Provincial Party Committee and Permanent Vice Chairman of the Provincial People's Council; leaders of the Provincial National Assembly Delegation, departments, agencies, sectors, and localities.

"Fulcrum" from Tourism and Trade

According to the report of the Provincial People's Committee, the socio-economic situation in the first 8 months of 2026 continued to maintain stability; trade, service, and tourism sectors achieved high growth. Specifically, total retail sales of consumer goods and services reached 156,865.2 billion VND, up 19.2% over the same period. Total tourism revenue reached 60,893.1 billion VND, up 19.2%; total tourist arrivals reached 18 million, up 39.9%, with international visitors alone reaching 6.3 million, up 67.9%. State budget revenue was estimated at 34,503 billion VND, reaching 91.7% of the estimate and increasing by 29.5% compared to the same period. Social security policies continued to receive attention and were implemented fully and promptly. Public health care was prioritized. Cultural and sporting activities remained vibrant, creating attraction for Khanh Hoa destination.

Although the overall picture remained positive, from now until the end of the year, the socio-economic situation still faces many difficulties and challenges. In the first 8 months, the industrial production index increased by 7.83% over the same period (in August alone, it increased by only 4.95% compared to the previous month, of which manufacturing and processing industries decreased by 0.19%). Cultivation area and aquatic product output also decreased compared to the same period (by 2.5% and 7.7%, respectively). In addition, public investment disbursement results (reaching 54.6%) remained far from the 9-month target (reaching 75%); the implementation progress of non-budget investment projects driving growth remained slow (actual capital implemented in 8 months only reached 45.5% of the annual plan).

Ms. Le Thi Truc Phuong - Head of the Provincial Statistics Office, stated that growth prospects in September and the third quarter would face many difficulties. The 8-month industrial production index grew slowly compared to the national average. Since the beginning of the year, the entire northern region of the province has had no new manufacturing enterprises entering operation. Furthermore, in the third quarter, the shipbuilding industry is expected only to meet its plan; the electricity sector also showed signs of slow growth. These factors have caused the overall growth of the third quarter to face many difficulties.

Accelerating in the Final Months of the Year

The Provincial People's Committee identified September as a key moment to synchronize and activate key groups of solutions. For industry and investment, the province will focus on supporting enterprises in accessing capital, expanding consumer markets, and effectively implementing policies on tax and fee exemptions, reductions, and extensions. Progress in attracting investment and filling industrial zones and clusters such as Ninh Thuy, Du Long, Phuoc Nam, Doc Da Trang, Trang E 2, etc., is being accelerated. The province is also proactively working with competent authorities to resolve difficulties and increase the power generation capacity of power plants in the area.

Regarding non-budget investment, the Provincial People's Committee is determined to reach the milestone of nearly 75,000 billion VND; focusing on reviewing and resolving difficulties and obstacles for backlogged, protracted projects.

To achieve the target of disbursing 75% of public investment capital by the end of September, the province is dedicating all efforts to completing the 90-day peak campaign for site clearance of key and dynamic projects in the province. Special working groups are maintained regularly to coordinate among departments, sectors, and localities in resolving land procedures, resettlement, and land price determination.

In parallel with the task of economic development, Khanh Hoa is promoting organizational streamlining and administrative reform; completing dossiers to submit to competent authorities regarding the establishment of 3 wards based on the current status of Cam Lam, Van Ninh, and Ninh Phuoc communes, while continuing to complete the Project on establishing 4 wards in Dien Khanh area. In digital transformation, the locality is also focusing on resolving bottlenecks according to the 100-day action plan, putting into effective operation the V-Office (electronic office) system and IOC (intelligent operations center), and preparing steps to finalize the plan for establishing the National Ocean Technology Research Center.

Mr. Chau Ngo Anh Nhan - Director of the Department of Finance suggested: “To achieve the 2026 growth target, in addition to maintaining sectors that have achieved good growth, from now until the end of the year, the province needs to fill industrial parks and industrial clusters as committed by investors. Along with that, it is necessary to strengthen supervision of procedures after issuing investment certificates to accelerate the completion of project procedures. At the same time, localities must be ready and proactive in flood and storm prevention in the final months of the year so as not to affect growth targets.”

Speaking at the meeting, Comrade Nguyen Viet Hung requested departments, agencies, and sectors to have specific plans to compensate for growth shortfalls in the final months of the year. In particular, it is necessary to proactively meet with businesses having large revenue sources to seek solutions to overcome difficulties; strengthen inspections, reviews, and assume responsibility for socio-economic data and figures. He requested the Department of Finance to coordinate with the Provincial Statistics Office to formulate a growth scenario for the fourth quarter of 2026 and submit it to the Provincial People's Committee before September 16.

In addition, the Provincial Statistics Office should guide localities on reporting socio-economic data, ensuring accurate information to serve close guidance and administration. At the same time, Vice Chairmen of the Provincial People's Committee are requested to proactively organize meetings to remove difficulties for businesses in their assigned fields. Regarding public investment disbursement, the Chairman of the Provincial People's Committee requested the Vice Chairmen of the Provincial People's Committee to continue urging the acceleration of disbursement progress for projects assigned to their charge; assigned the Department of Agriculture and Environment to advise and report on the summary of the 90-day peak campaign for site clearance of key and dynamic projects to the Provincial People's Committee before September 25.
