Over 10 years of implementation, Decree No. 72 has created a legal basis for the management and development of photography activities. Creative activities, contests, festivals, and exhibitions have been maintained, contributing to discovering authors, introducing works, promoting the country's image, and fostering international exchanges. Administrative procedures have basically been carried out in a stable, open, and transparent manner, gradually aligned with digital transformation. Communication, coordination between management agencies and professional organizations, inspection, and handling of violations have contributed to maintaining discipline in the field of photography.
However, the development of digital technology has brought about many forms of creation, exhibition, dissemination, and exploitation of works that the current management mechanism does not fully cover. Protecting copyrights, determining the origin of works, and handling unauthorized use on digital platforms still face difficulties. Reality poses the requirement to continue perfecting regulations, standardizing and digitizing administrative procedures; clarifying mechanisms for adjusting, granting, and revoking licenses; studying mechanisms for suspending exhibitions; and ensuring resources for appraisal activities...
At the conference, delegates focused on discussing and assessing the 10-year results of implementing Decree No. 72; clarifying difficulties and obstacles in practical implementation, as well as newly emerging issues in photography activities; and proposing solutions and recommendations to refine policies and laws to meet the management and development requirements of the photography sector in the new phase.
